  • Subject:A Determination of Taipei City Government in Urban Regeneration Policies
  • Content:Provided that you could possibly have a chance to compile a proper living environment, will you take action and give it a shot? Our monthly topic is aiming to discuss the impact of the revaluation of urban regeneration policies and solutions for the environmental improvement.

    In Taipei, we are facing with challenges, including climate change, increasing number of aging population, economy transformation and complexity of stakeholders, which posed a fundamental threat to urban development.

    Besides, outcomes from traditional urban renewal, a large-scale clearance and reconstruction policies, not only fritter the local contexts away, but indirectly lead to the lack of social amenities and resources depletion problems.

    To deal with all those issues, Taipei city government starting a series activities to formulate different strategies to facilitate and faster urban regeneration, and expect that projects will have to blend well with the surrounding physical environment in a meanwhile. The major policies are:

    • Formulating a priority guidance plan to follow: A Government-led Regeneration Implementation Guideline

    The purpose of the settlement of regional regeneration planning is to compose in the aspect of urban planning, residential issue, economic, social welfare and infrastructure-establishment. Moreover, throughout a comprehensive survey, we could have a chance to adjust the urban development spatial structure indices by cross-functional collaboration strategies as follow:

    1.The Lanzhou-Siwen housing project

    The Taipei City Urban Regeneration Office (URO) is actively seeking opportunities to cooperate with Taipei Regeneration Center (TURC)and Urban development department, Taipei city government (UDD), aiming to broaden the base of partnership.

    On December 3th 2016, the Lanzhou-Siwen resettled tenement community had finally reached a minimum agreement in participating the public housing project through bunches of conversations.

    In order to help social vulnerable groups improving their qualities of life, URO starting to conduct a program planning by consolidating cross-departmental plans. Beginning with the Lanzhou-Siwen as public housing, the Datong district office and park Shu-te renovation projects were also taken as a Comprehensive Planning. Hopefully, we expect that the underprivileged residents’ right in the district could also be respected.

    2.A workable framework of communication systems with locals:

    Since 2010, URO had immersed ourselves into the communities to gain complete understanding and perspectives on stimulating of urban regeneration in neglected region.

    Beginning with Urban Regeneration Station (URS), and to collect the envision from residents by holding the localized micro actions and experiments in publicly owned house, had pushed Taipei City government taking a big stride forward in many aspects.

    To widen multiple possibilities of urban redevelopment policies, URO starts to build the partnership with locals through Community planner and other environmental improvement programs.

    3.A series of experimental action programs:

    Aiming to regions where is hard to regenerate due to the complexity of stakeholders, the City government begins to initiate a community-led project and looking forward to tackle neighborhood’s problems further.

    Taking Daqiao 72 and 83 bases as example, cases of “Reuse of Old Buildings Project” in 2016, the government had finally persuaded the house owner to participate the actions through years of counseling experience.

    The project itself is trying to deal with the problems of the increasing number of aging population, economy transformation by means of inserting multiple purpose, such as community center, community kitchen, co-working space, and artist studio, into the empty buildings.

    Moreover, to enhance the localized Memory Site and Cultural Value, the project as an “intelligence station”, is constantly connect with other space-experience programs and enthusiastically open to everyone whom is interesting in social and urban issues.

    However, the transition from government to private sectors in urban economic and urban development projects was effectively Awake the consciousness of urban regeneration. And the locals had eventually trying to envision the possibilities in this organic urban fabric.

    • To Complement of a living function through Urban Regeneration rehabilitation and conservation subsidy mechanism

    Taipei city government came to realize that a demolition, dismantling and structural alteration, is not the only way to beauty the environment, refunction the buildings and enhance the construction safety. Therefore, URO has developing an “Urban regeneration rehabilitation and conservation subsidy mechanism” since 2009.

    In response of climate change, URO determine to take old-built fabric as something that could be restored or improved, had contributed to the environment for either reducing the waste of building materials or the pollution form construction.

    Toward one of the maintenance case located in lane78, Huaide street, Beitou district, had just finished few month ago, was to shorten the inconvenience of the usability of elder persons and people who have disabilities.

    By means of installing an elevator and renovating public Utilities in accessibility design was not only strength the building function but extended the service life of it.

    Hence, we also encourage the concept of Structure refurbishment and reinforcement to assure the safety of itself and to build a sustainable living surrounding.
